【Ferro-alloys.com】: The government will impose up to 38.02 percent antidumping tariffs on steel plates from China, accepting Hyundai Steel's claim that the oversupply of low-priced Chinese products has damaged the domestic industry.

The Korea Trade Commission said Thursday that its commissioners decided to recommend the Ministry of Economy and Finance to impose provisional antidumping duties equivalent to each Chinese steel plate supplier's dumping margin.

If the finance ministry agrees to the recommendation, Xiangtan, Sino and Xiamen will be each slapped with a 38.02 percent tariff immediately. Jiangsu Shagang and Baoshan will face 29.62 percent and 27.91 percent tariffs, respectively.

The latest measure came after Hyundai Steel filed an antidumping complaint last July, claiming that the import of low-priced thick steel plates from China has hurt its business.

Thick steel plates, which refer to steel plates over 4.75 millimeters in thickness, are used mainly in shipbuilding and construction. Korean steelmakers have complained that their Chinese rivals have dumped thick steel plates and other products after a construction industry slowdown there.

Amid the oversupply of Chinese products, domestic steelmakers and shipbuilders have locked horns with each other for more than a half year, failing to reach an agreement on the thick steel plate price for the second half of last year.

The commission's recent decision is therefore expected to alleviate burdens on the struggling domestic steelmakers, who are also facing U.S. President Donald Trump's threats of imposing a 25 percent tariff next month.

Shipbuilders, on the other hand, will experience a rise in their production costs.

"We will cope with the changing global trade environment systematically, carrying out unbiased and thorough investigations into unfair practices," the commission said.

The final verdict on the antidumping tariffs will be made within three months after the preliminary decision. During the period, the commission will conduct on-spot investigations and public hearings in which the interested parties shall participate.

Industry officials said that the commission will also initiate antidumping investigations into hot-rolled coils from China and Japan, following a request from Hyundai Steel in December.

Hot-rolled coils are used in a variety of industries, including carmaking, shipbuilding, construction and machinery manufacturing. The volume of their exports to the U.S. market is the biggest among the export volumes of steel products made in Korea.
